Is triclosan banned in cosmetics?

Triclosan remains permitted as a preservative at up to 0.3% in the products listed in V/25. Regulation 2024/996 removed mouthwashes and excludes toothpaste intended for children under three. [1]

Permitted under conditions Triclocarban falls under V/23 as a preservative and III/100 for another function in rinse-off products. The limits are not additive. [1] [2]
Restrictions and conditions of use
Transition for products meeting the previous conditions of 23 April 2024: placing on the market until 31 December 2024, then availability of products already placed before that date until 31 October 2025. Both deadlines have passed. [1]
Annex V, No 23 : Triclocarban preservative: maximum 0.2%, excluding mouthwash and toothpaste for children under six. Toothpaste warning: “Not to be used for children under 6 years of age”. Each impurity, 3,3′,4,4′-tetrachloroazobenzene and 3,3′,4,4′-tetrachloroazoxybenzene, is limited to 1 ppm. [1]
Annex V, No 25 : Triclosan: maximum 0.3% in toothpastes, hand soaps, body soaps/shower gels, non-spray deodorants, face powders and blemish concealers, nail cleaners before artificial nails. Not for toothpaste for children under three; toothpaste must state “Not to be used for children under 3 years of age”. [1]
Annex III, No 100 : Triclocarban for non-preservative purposes: rinse-off products, maximum 1.5%. The purpose must be apparent from the presentation. Each tetrachloroazobenzene and tetrachloroazoxybenzene impurity is limited to 1 ppm. The truncated raw field remains in the facts. [2]
