Is cyclopentasiloxane (D5) banned?

Regulatory status
Prohibited for the stated use D4 is separately listed in Annex II, entry 1388, of the Cosmetics Regulation. The REACH threshold therefore does not authorise adding D4 to a cosmetic. [cosmetic]
Restrictions and conditions of use
Entry 70 gives a general date after 6 June 2026, but paragraph 3(b) defers cosmetics other than wash-off D4 and D5 until after 6 June 2027. This includes wash-off D6 and leave-on D5 and D6. The 0.1% threshold applies to each substance, not their sum. [reach]
