Rezeptfreie US-Produkte (openFDA)
In den Vereinigten Staaten werden diese Produkte als rezeptfreie Arzneimittel (OTC) verkauft: Sonnenschutzmittel, Antitranspirantien, Antischuppenprodukte, Antikarieszahnpasten, Akneprodukte oder Hautschutzmittel. Das Etikett unterscheidet aktive und inaktive Inhaltsstoffe. In der Europäischen Union muss ein Produkt mit kosmetischer Zweckbestimmung die Verordnung (EG) Nr. 1223/2009 einhalten. Ein in den USA zugelassener Filter oder Wirkstoff kann in der Union für diese Verwendung nicht zugelassen sein. Die Einordnung hängt vom Zweck ab: Handdesinfektionsmittel können unter das Biozidrecht und Aknebehandlungen unter das Arzneimittelrecht fallen. Diese Analyse wendet kosmetische Vorschriften auf Inhaltsstoffe an, ohne die Rechtskonformität des Fertigprodukts festzustellen. Die in Europa unter demselben Namen verkaufte Rezeptur kann abweichen.
