What are the European restrictions on cosmetic UV filters?

Direct answer

In the European Union, a UV filter must be listed in Annex VI to Regulation (EC) No 1223/2009 and comply with its entry’s conditions. [1]

Restrictions vary by substance, concentration, product type, nano form and potential inhalation exposure; warnings and deadlines must be read alongside those conditions. [2] [3] [4] [6]

Regulatory status

Permitted under conditions European Union: the 33 current Annex VI entries read from the database are shown below with their own conditions. [1] [2] [6]

Prohibited for the stated use Separate prohibition: 4-Methylbenzylidene Camphor (4-MBC) is listed in Annex II, entry 1730; affected products may no longer be placed on the market since 1 May 2025 or made available since 1 May 2026. [5]

Scientific opinion Scientific opinions: Regulation 2022/1176 cites SCCSEU Scientific Committee on Consumer Safety: it assesses cosmetic ingredients./1625/20 on benzophenone-3 and SCCS/1627/21 on octocrylene, final versions of 30 and 31 March 2021. [3]

Authority concern, specified context Historical exposure context: according to recital 3 of Regulation 2022/1176, the SCCS had reached an unfavourable conclusion on benzophenone-3 at 6% in body sunscreens as creams, propellant sprays or pump sprays. [3]
