What does [nano] mean on a cosmetic?

Direct answer

Article 19 requires the word “nano” in brackets after the name of every ingredient present as a nanomaterial. This marking describes the ingredient form; its conditions of use are read separately in the Regulation. [1]

Regulatory status

In the consolidation of 18 May 2026, the cosmetic definition concerns an insoluble or biopersistent, intentionally manufactured material with an external dimension or internal structure from 1 to 100 nm. The general recommendation revised on 10 June 2022 is distinct from this sectoral definition. [1] [2]

Restrictions and conditions of use

Besides Article 13 notification, Article 16 provides for specific notification six months before placing on the market. Article 16 excludes colourants, UV filters and preservatives governed by Article 14 unless specified otherwise; the first two subparagraphs of paragraph 3 do not apply to products complying with Annex III. Notification does not replace annex restrictions or prohibitions. [1]

The 12 entries below identify explicit nano forms in the annexes read, including one entry that also covers massive silver. They include prohibitions and conditional uses, not a single list of permitted substances. [3]

The note distinguishes the general recommendation revised in 2022 from the Cosmetics Regulation definition.
