Cosmetics in Brazil: prohibited substances and ANVISA authorised lists

In Brazil, ANVISA sets by resolution the list of substances prohibited in cosmetics (RDC 529/2021, amended in 2025 and 2026) and the lists of authorised preservatives, UV filters and colourants. RDC 529 also generally prohibits IARC category 1 carcinogens and category 1A, 1B and 2 CMR substances under the European classification, unless safety evidence is accepted by ANVISA (Articles 4 and 5). The new restricted substances list, adopted in 2026, is not yet published as a table.
